Since 2020 the real estate spike causes record increases to Buckeye on the existing operating levies. They have accumulated excess operating levy amounts. It will continue at about current $6 million/year, until either the housing market crashes, or Ohio legislatures fix the outdated property tax system, or the citizens initiative to "abolish all property tax" potentially passes Nov 2026.

To sum up what just happened so far in 2025 with excess cash reserve.
May 6th, 2025 - Buckeye district voters say no to a $75 million dollar plan to build a new HS, make the old HS the new JH building, and further improvements to campus grounds and amenities. Election result 63% Against, 37% For. To fund project: $59M new Bond Levy, COPs Loan $10M, Cash Reserve $8M. Meanwhile over the last 3 years and these 3 Failed bond levy issues since 2023, Buckeye had been accumulating many larger revenue sources. The largest is the property tax excess.
May 13?, 2025 - Board Regular meeting they approve Treasurer request to move $32M from General Fund to Capital Projects Fund. Ohio HB96 proposes that school district excess cash over 30% of collected annual property tax revenue be returned to the property owners. DeWine vetoes it June 2025.

August 12th, 2025 - Supt. Stanton proposes new Facilities Master Plan. Scale back from $75M to $63M. Still does the May 6th proposed plan but scaled down. To fund project: No new bond levy; COPS Loan $23M; Cash Reserve $40M.
August 20th, 2025 - Special Meeting for community feedback
August 25th, 2025 - Special Meeting where they unanimously approved the vague plan recommendations as described above.

This thread is going to talk about the excess property tax Buckeye accepted in unvoted inside millage. Using annual financial reports we can say that at least $24million would be classified as "unvoted property tax".

Fraud by Omission
Excesses on Continuous Operating Levies: 2021-2024: $3M, $2.5M, $6M, $6.5M = $18M
Voter approved 2017 10-yr Emergency Operating Levy collects avg $3M/year through 2027. No more emergency since 2021 but still collecting along with excesses.
2021-2024: $3M x 4 = $12M

Trump wants to not only see Texas eliminate PPT but all US.
Ohio legislators are trying to prevent future excesses at least
Ohio citizen initiative collecting signatures with deadline summer 2026 for Nov 2026 election.
Buckeye rushing to get this through expeditiously and elusively before any of this happens next year.
