On Facilities Master Plan Topic:
Stanton statements for recommendation -
Need not want; we can do this; this can be done; feeling that community wasn't listened to and he says they have since he was here two years. Get something done he heard. pursue new MFP for Buckeye Local Schools.
Recommend the Buckeye Board of Education accept the Superintendent's recommendation to proceed with the new Master Facilities Plan of the Buckeye Local School District. "

Piovarchy-
without raising taxes, is responsible, OFCC partnership,
Kujat - Facilities health of our district. truly plan to improve the education and lives in our district PreK to 12th, all staff, students, classrooms/grades improved
safety and security - 7 - 12th grade and all campus by updating facilities
read on grade level by end of 3rd grade. allow to expand Preschool! best way to grow our community is to make sure reading at 3rd grade level. Expanding pre-k for members of this community.
Expanding programs open space in elem school. expanded classroom space" more space means more teacher innovation. gifted, disability/delay,
"7 classes for 4th grade". K-4th grade. elem "not getting smaller". JH consistently hear needs to be tore down. better JH gives them auditorium, locker rooms, larger learning spaces ie. vo ag, industrial arts space; safer and secure, dryer, teachers environment leads to better learning experiences.
HS: provide better option to stay on campus all 4 years. enrollment are a concern. limits what families are demanding. keep kids on this campus all 4 years, not just for college prep but career prep. 2200 to grad this HS college and career ready.
No New Taxes: fiscal responsible, full transparency because of reappraisals over the last 3 years. This would not be poss... we have no control over that. per ORC only to be amended by state. 20 mill floor benefit from reappraisals. they will continue and be used. exciting once elem bond paid off.
Because Donnelly..."good financial decision" and "low risk plan" fiscal conservativeness over last 2 decades. Ken Woodruff reference.
Not a financial risk, but smart, wise, strategic financial position. to set us for 30-50 yrs.
Closing: come together as community, not Yes or No divide, use state rules that allows us to move forward on this plan.
Despite the risks unknown, wise decision. we have to move forward to get shovel in the ground.
Roy Salazar - we can afford does not increase financial burden, visionary, bold, benefit entire district, innovative, strategic, fin resources well,
Barb Gunkelman - sound plan, best use of current facilities and plan for future. Thanks Stanton, Donn, and Salazar for leadership.
OFCC, CPL, owner reps; plan is solid, not everything we ever dreamed up, it is conservative, adequate, appropriate, no new taxes, and use of OFCC reimbursement, I know this is what's best for students and Buckeye local schools.
Barb Chair calls for Stanton to repeat recommendation: proceed with the new Master Facilities Plan of the Buckeye Local School District. " Motions: "so moved" from ? can't hear for sure, BarbG 2nds it.

BG veteran board member 54 yr educator. Said the leaders are creative, forward thinking, bright, thoughtful, ethical firm desire to do what's right. Stop rehashing...rejoice....let's move forward and celebrate

So what did the board actually just vote on?
Superintendents Recommendation Recommend the Buckeye Board of Education accept the Superintendent's recommendation
"to proceed with the new Master Facilities Plan of the Buckeye Local School District. "


As described above: Stanton reviews next step: Fall 2025 take bids from architect firms, bid notifications and ultimately choose one by board; then continue quickly with OFCC; in 2026 start process with chosen architect to design, curriculum will drive facilities. and then choose CM, spring 2027 to start construction.

An updated presentation was made by board member Roy Salazar
The 3 people taking credit for this plan:
Roy Salazar in second year on BOE
Jeff Stanton 2 years of being a super -former HR director at N Olmsted
Mark Donnelly- 1 year at Buckeye treasurer- from Wellington schools
Why were Denise Piovarchy and Barb Gunkelman the BOE members that are currently in the Buckeye Admin Core Facilities committee and the BOE representatives on the task force, not involved in this hugely important plan? Isn’t that what they are supposed to do as members of the facilities committees?
How about Seth Kujat, that stated at the meeting on Monday they had been working on this for 5 years. Seth is in his 4th year on the board. He was also a member of the Core committee and the task force with Roy. Are we supposed to believe he just gave up and let someone else take the lead?
Where was Westfield- the owners rep and in charge of the task force. How about the Impact Group - PR , which we have shown are knee deep in this entire process including writing out marketing letters for the task force to pass out.
Are we really that stupid that we think these 3 people developed this entire plan all alone?

What about the executive session that was held on Aug 8, just 4 days before the first presentation. No discussion of this historic plans?
And, why was this presented by a board member, not the one taking credit in the paper, but one that is in his second year on the board. Why not Stanton? He’s the one that made the recommendation. He’s the superintendent of the district.
It all goes back to the PR/Marketing firm. The one that Seth used to work for, the one that both Seth and Roy hired to help in their campaigns for school board while the Impact Group was actively employed by Buckeye.
It’s all about the “Political Implications.” No one wants to be linked to this plan! Barb can sit back and take the credit, Seth and Denise can pretend they knew nothing, but think it’s a great idea. Roy in his second year and no recourse for 2 years, if he wants to run again. Girard is done.
Once again, why does a small school district need a PR firm? This is exactly why. And wait to see how much we have paid the Impact Group for their PR services- over $200k!
And be aware there were absolutely no public discussions. No questions within the BOE, no costs, no options, no questions about the building.
As our community representatives, their job is to have open meetings and open discussions. Especially about such a hot topic in our district where the idea has been voted down 3 times and the community has spoken.
The entire plan was discussed in a closed door executive session which seems to be normal business with this BOE.
Only thing to note on this slide is the last paragraph and the “decade of responsible budgeting.”
You can’t have Change without Change

Why not a more conservative $63 million school from the beginning when they knew they had excess money and a very healthy revenue flow?
From day one they only offered $8 million and a $10 million COPS loan that we of course will pay back.
Hoarding money and also asking for more from a community that has been overtaxed.
Last ditch effort to build what THEY want and NOT what the community wants.

First slide Aug 25 meeting
COPS Loan 20 yrs payback
Second slide Aug 12 meeting
COPS Loan 25 yrs payback
The difference about $10 million in interest- we will never know how long this debt will be on the Buckeye taxpayers
$1.8 million payment annually
Look at how much money Buckeye will get next year- bottom right
$8 million(ish) in one year
$3.2 million “from strong operations fiscal management”
Does that include not fixing the roof at the Jr High?
Actually, according to Seth, from Buckeye property taxpayers 21% property reevaluation increase.
Just say that! We now know you were hoarding money. Just say that!
